Speaker of Jordan’s Lower House of Parliament Ahmed Safadi on Monday discussed with the Libyan Minister of Foreign Affairs and International Cooperation Najla Mangoush mechanisms to enhance joint cooperation in all fields to serve the two countries and peoples. Safadi stressed the Jordanian position, under the leadership of His Majesty King Abdullah II, to support the unity and stability of Libya, preserve its national interests, and fulfill the aspirations of the Libyan people, stressing that the Lower House is committed to coordination with the Libyan Parliament. For her part, the Libyan minister gave an overview of efforts to boost stability and unify the national institutions in the country, underscoring her country’s appreciation for Jordan’s positions under the leadership of His Majesty King Abdullah II, in support of Libya and the political track and for the Jordanian role in achieving security and stability in the region.

The Renewable Energies Authority of Libya (REAoL) and the UNDP discussed developing renewables and energy efficiency in Libya. The discussions took place last Thursday when the Chairman of REAoL, Abdel Salam Al-Ansari, hosted in his Tripoli headquarters Marc-Andre Franche – Resident Representative of the United Nations Development Programme in Libya. They were accompanied by Nuri Al-Kashriou, an energy expert at the UNDP Libya, in the presence of Ibrahim Kanna, a member of the REAoL Board. The meeting discussed several important issues related to strengthening cooperation between the two sides with the aim of developing the renewable energies sector and energy efficiency in Libya. Al-Ansari confirmed the importance of joint coordination with REAoL in everything related to the field of renewable energies and energy efficiency, as REAoL is the official body entrusted with the management and development of this field.

Libyan Foreign Minister, Najla Mangoush held talks on Sunday with her Jordanian counterpart, Ayman Safadi. The two ministers stressed the importance of exchanging expertise and joint cooperation in combating extremist ideology and terrorism, enhancing security, stability and peace in the region, and resolving disputes through peaceful and diplomatic means. Safadi reaffirmed the Kingdom support to Libya’s security and stability and all targeted efforts to reach a Libyan-Libyan solution that achieves political stability, protects Libyan national interests, meets the aspirations of its people. Mangoush briefed Safadi on developments in Libya and efforts to unify Libyan institutions. The two ministers discussed a number of Arab causes and efforts to activate joint Arab action to serve Arab causes, and stressed the importance of the Jeddah summit outcomes in terms of consolidating Arab solidarity and resolving Arab crises.

The leaders of G7 nations called on Libya to hold presidential elections by the end of this year, working with the African Union, Arab League and United Nations toward the long-delayed goal. “We urge all Libyan stakeholders to work constructively on the political process,” said a G7 communique issued at the completion of talks in Hiroshima on Saturday. “We are seriously concerned about the growing presence of the Russia-affiliated Wagner Group forces on the continent and their destabilizing impact and human rights abuses,” the G7 said on security. Turning to Tunisia, the G7 leaders appealed to President Kais Saied to reach an agreement with the International Monetary Fund in order to address the North African nation’s economic crisis. The G7 said it will continue to hold the G20 Compact with Africa, launched in 2017 under German leadership, as a “key framework to enhance the business environment.”

The government appointed by the House of Representatives will hold tomorrow its first meeting since the suspension of its prime minister, Fathi Bashagha, last week. In a statement via Facebook on Saturday, the government invited the media to attend its “consultative meeting […] chaired by [Acting] Prime Minister Dr. Osama Hammad” in Benghazi. The House of Representatives had voted to oust Bashagha after he failed to take office in Tripoli where the incumbent Abdul Hamid Dbeibeh has refused to cede power. The parliament assigned Bashagha’s finance minister Osama Hamad to take over his duties, parliament spokesperson Abdullah Belhaiq said, part of an apparent new push to oust Dbeibeh and install a new government in Tripoli.

The other Libyan government is based in Tripoli, and is led by Prime Minister Abdul Hamid al-Dbeibah. Former Interior Minister Bashagha, who was elected prime minister in February 2022, tried to install his government in the capital last May, arriving in Tripoli with some of his ministers, but was ousted, which has led to clashes between militias. Bashagha then released a statement to the Tobruk Parliament on May 16 announcing that he would transfer his duties to Deputy Prime Minister Ali Qatrani. Haftar recently met with Prime Minister Giorgia Meloni and Foreign Minister Antonio Tajani, and the weakening of Bashagha’s figure would suggest a diplomatic move aimed at achieving the longed-for national unity of Libya, necessary for Italy both for investments and for the control of migratory flows.
