Nonetheless, the figures also show that since 2021, the government has stepped up its efforts to curb arrivals and drastically increase the number of irregular migrants returned to their country of origin. The highest number of irregular migrants was recorded in 2019 when 3,405 people arrived in Malta, followed by 2020 when 2,281 migrant arrivals were recorded. Human rights activists have criticised the deal because intercepted migrants are returned to Libya, which is deemed unsafe. The figures show that 1,130 irregular migrants were deported since 2011. The number of irregular arrivals pales into insignificance when one considers that since 2013, Malta’s population increased rapidly with the importation of more than 100,000 foreign workers and dependents.

The group in a post on Facebook condemned smuggling and human trafficking and said its patrols would continue efforts to block smuggling routes. It posted satellite images of the desert and pictures of what appeared to be migrants sitting in rows in front of armed and masked militants. Many are escaping war or poverty and many employ smugglers to help them negotiate treacherous deserts and sea routes. Migrant apprehensions are rarely reported in Libya, though the country’s state news service LANA reported more than 2,000 arrests in July. United Nations High Commissioner for Human Rights Volker Türk in July said migrants in the country had been subjected to torture, forced labor and starvation while being detained.

Speaking at a Youth Forum held in his city of Misrata yesterday, Tripoli based Libyan prime minister, Abdel Hamid Aldabaiba, distanced himself from the comments made recently by his Interior Minister about adopting a hard line on enforcing public morals. Aldabaiba made it clear that there is no need for new policy on the enforcement of public morals as the overwhelming majority of Libyans are conservative by nature. We are far from (the need for) that, and we are with public freedoms and rights’’.‎He assured that the new decree on public morals does not affect freedoms and liberties. Aldabaiba stressed that the public should focus on what is said in the decree – implying not what his Interior Minister had said or implied. Those males and females who publicly socialise are not deemed to be free to do what they want in the public sphere if it conflicts with perceived public morals.
