The National Union of Libyan Parties stressed that the popular referendum represents an important democratic tool to enable the Libyan people to participate effectively in shaping their future, but warned against exploiting referendums to settle personal scores, noting that dissolving the House of Representatives and the High Council of State would not end the Libyan crisis. The Union said in a statement on Wednesday that the Libyan people have the right to hold referendums on issues that affect their future, such as the form of the state, its political and administrative systems, and the identity of its economy, as well as a comprehensive national charter that guarantees peaceful coexistence among all components of the people. The Union warned against exploiting referendums "for narrow political purposes or to settle personal scores," stressing that the referendum should be a means of unifying ranks, not deepening divisions, stressing the need for a stable and secure political environment to conduct successful referendums that express the true will of the people, and called for a comprehensive national dialogue to determine the issues that will be put forward for the referendum and the mechanisms for conducting it. They expressed the vision of "reasonableness and correctness" in the move toward dissolving the House of Representatives and the High Council of State, "due to the weak performance of the two institutions and their failure to realize the seriousness of the stage as well as their loss of successive opportunities to get out of the bitter crisis that our country is experiencing." The Union added that this would not be the best solution to get out of the Libyan crisis, as it could lead to the exacerbation of political divisions and delay the national construction process, noting the importance of serious and responsible dialogue and negotiation between the Libyan parties to reach consensual solutions that preserve the interests of the country and the citizen.

Irregulation migration requires joint action within the European community and cooperation with countries along key migration routes, Prime Minister Robert Abela said on Thursday. During the European Political Community Summit in Budapest, Abela said there is no single solution to irregular migration, and a combination of measures supported by solid funding is necessary. She echoed Abela’s call for unity, affirming that no single nation could manage migration alone. She urged for the swift implementation of the European Migration and Asylum Pact, and said that a collaborative European response is the only feasible solution. Metsola also said Europe needs to adopt a proactive and autonomous stance on the global stage, particularly following the recent U.S. election results.

German Chancellor Olaf Scholz fired Finance Minister Christian Lindner, who leads the liberal Free Democrats, saying that he had “betrayed his confidence”. The Free Democrats were part of the three-way coalition, dubbed as the ‘traffic lights’ coalition, along with Scholz’s centre-left Social Democrats and the environmentalist Greens. Without support from the Free Democrats, the remaining partners in the coalition do not have a parliamentary majority. The Social Democrats and the Greens want to tackle this by loosening constitutional rules on public debt to allow more spending. The Free Democrats want to pay for tax cuts by slashing welfare and social budgets and pushing back environmental targets.

Particularly the bilateral trade and economic potential on both sides has not been fully explored. The North African region has not received comprehensive attention, and nor have other African regions. This lack of political will has led to weak political interaction which is affecting the level of trade and economic cooperation and has become a challenge.

Beleaguered North African oil producer Libya is set to announce within months its first oil and gas exploration bid round since the civil war began in 2011, Libyan Oil Minister Khalifa Abdul Sadiq told Bloomberg in an interview. As a result of the conflict, oil production in Libya has often suffered in recent years, to the point of OPEC exempting the North African producer from the OPEC+ production quota agreements. In August and September this year, Libya’s oil production was decimated after the country’s two rival administrations locked horns over the appointment of a new central bank governor. Since the central bank handles Libya’s oil revenues, both governments wanted their own man at the top position. Oil production resumed in early October and has now exceeded pre-crisis levels and hit 1.3 million barrels per day (bpd), the highest in years, Libya’s oil minister told Bloomberg.

The Misrata-based state Libyan Iron and Steel Company (LISCO) revealed today that its new factory for the production of domestic gas cylinders will go into operation ‘‘by the end of this year’’. It will be recalled, as revealed by Libya Herald, that LISCO had revealed in August this year that it would start manufacturing domestic gas cylinders ‘‘in January or February of 2025’’. The new date for the start of the new gas cylinder factory came out of a LISCO meeting today ‘‘in preparation for the actual start of the operational trials of the gas cylinder plant” LISCO reported. The problem is the scrap value of the subsidised cylinders is worth more than their value as a working gas cylinder. WASHINGTON WATCHThe Middle East conflict and this year’s US presidential election are impacting one another in important ways. As a result, there’s little hope that, whoever wins, there will be any significant change in US policy toward the Middle East region. They are also disinclined to see the USA militarily involved in conflicts in the Middle East and the world. But the extent of the complex tensions roiling the Middle East region would require him to make some accommodation. It’s clear that while there is change afoot in both US politics and in the dynamics unfolding across the Middle East, new thinking and creative leadership is needed.

UN on Monday reported that 16 people, including children, have died in Libya since the beginning of the year due to explosions from landmines and unexploded remnants of war. Over 444 million square meters in Libya need to be cleared of war remnants and landmines, warning that the cleanup process could take up to 15 years, said Fatima Zurik, head of the UN Mine Action Service (UNMAS) in Libya. Since the fall of Muammar Gaddafi's regime in 2011, conflicts among various armed groups have contaminated large areas with mines and war remnants. The landmines and munitions, which occasionally explode, continue to claim the lives of innocent people. Oil-rich Libya has remained in turmoil since 2011, when longtime ruler Gaddafi was ousted after four decades in power.
