Additionally, the compact development process also includes rigorous stakeholder engagements, a beneficiary analysis, and an environmental and social analysis of projects. This process can take up to two years, while a country must maintain a passing scorecard during the entire compact development period. In January 2016, the MCC and Liberia initiated a five-year, US$257 million compact aimed at spurring economic growth and poverty reduction in Liberia.

The development, growth and progress of any nation [people] are functions of certain inherent and intangible factors which act together to form a people’s character. A course that I did recently at the Evangelical Seminary of West Africa (ESWA) in Monrovia, Liberia, called Liberian Realities, describes in detail the factors that form the character of the Liberian people. Such despicable character is the main cause for the lack of integrity that pervades every section of Liberian society – the Church, government, private sector, academic institutions, political parties and the governed.

The administration of President George Weah has finally passed the U.S. Millennium Challenge Corporation scorecard after five years of repeated failures. As stated in previous engagements, the Weah Administration plans to apply for a new compact to the tune of US$500 million. As for the 2024 scorecards, Liberia, along with 24 other countries, passed, with 55 countries falling short in the process. The FY24 scorecards included two changes to the education indicators related to the way MCC assesses a country's commitment to strengthening its education system. Second, MCC replaced its indicator measuring government expenditures on primary education with a new indicator that covers expenditures for all levels of education.
