Europe’s Dr Strangeloves are getting excited at the prospect of building an autonomous nuclear umbrella for the Continent. Europe’s nuclear hawks need a reality checkFrance sought yesterday to calm speculation ahead of Emmanuel Macron’s speech next Monday about expanding the country’s nuclear deterrent to the rest of Europe. “One element of our nuclear doctrine that is worth reiterating is our rejection of nuclear war. Talk about an independent European nuclear umbrella has become more heated since last month’s Munich security conference when a number of European leaders suggested that the American guarantee might no longer be enough. The first issue about a European nuclear deterrent is that of who should make the decision to deploy a nuclear weapon, raising questions about European governance – qualified majority voting or unanimity, European Council or Commission – but touches on deeper issues of sovereignty and identity.

In response, junior transport minister Seán Canney said that the plan is not in the All-Island rail review, but that a review of the Cork Metropolitan Area Transport Strategy could see it included. "At present, it is not on the strategy for Cork transport or in the all-island rail review. "There is an opportunity to see if we can get it into the Cork metropolitan transport strategy. Irish Rail has previously said there is currently “no plan, no policy, no funding, and no project” to reinstate the railway line.

A number of European football federations fear they will lose money sending their national teams to the World Cup this summer, with an unusual hike in costs and inconsistencies around tax exemptions among the problems Fifa is being urged to rectify. Around 10 FAs are understood to have shared misgivings between themselves, most recently at Uefa’s annual congress in Brussels a fortnight ago. Teams that qualify receive $9m (€7.72m) each from Fifa and are handed $1.5m (€1.27m) in preparation costs. One FA estimated that this would mean receiving around $500,000 (€426,000) less if their team remained at the World Cup, which has been expanded in length and number, for a month. Another mitigation offered for this summer’s issues is the potential longer-term benefit of lengthy exposure to the vast North American market.

Photograph: ESBReforms in how big infrastructure projects are delivered should speed up two “critical” water schemes, according to Minister for Public Expenditure and Infrastructure Jack Chambers. A meeting of the Cabinet subcommittee on infrastructure discussed two projects – the plan to build a pipeline from the river Shannon to supply water to Dublin and the Midlands, and the Greater Dublin Drainage Project – on Monday. Uisce Éireann’s plan to extract water from the river Shannon – called the Water Supply Project Eastern and Midland Region – is estimated to cost between €4.6 billion and as much as €10 billion in a worst-case scenario. Chambers said on Wednesday that forthcoming legislation “will help accelerate delivery of these critical projects”. He said the cumulative effect of the reforms “should speed delivery for these projects”.
