The U.S. military said that Washington and Moscow on Thursday agreed to reestablish high level military-to-military dialogue, following talks in Abu Dhabi, a move which could signal a move towards normalizing some ties between the United States and Russia. The United States halted military-to-military communication with Moscow just before Russia invaded Ukraine. The reestablishment comes after the commander of U.S. European Command, General Alexus Grynkewich, held talks with senior Russian and Ukrainian military officials in Abu Dhabi. Even after high-level military talks were halted between the United States and Russia, they maintained an emergency deconfliction line. U.S. President Donald Trump and Russian President Vladimir Putin have directly spoken with each other on several occasions.

भास्कर न्यूज, पुणे। कर्वे रोड स्थित जलसा होटल के सामने मंगलवार सुबह हुए भीषण सड़क हादसे में 60 वर्षीय बुजुर्ग महिला की मौत हो गई। इस मामले में पुलिस ने लापरवाह दोपहिया चालक के खिलाफ मामला दर्ज किया है और सीसीटीवी फुटेज के आधार पर उसकी तलाश शुरू कर दी है।मृत महिला की पहचान सिताबाई अजिनाथ शिंदे (उम्र 60) के रूप में हुई है। इस संबंध में उनके बेटे तुलसीदास अजिनाथ शिंदे (उम्र 38, निवासी संभानगर झोपड़पट्टी, कर्वेनगर) ने अलंकार पुलिस थाने में शिकायत दर्ज कराई है।पुलिस से मिली जानकारी के अनुसार, मंगलवार, 3 फरवरी सुबह करीब साढ़े आठ बजे तुलसीदास शिंदे अपनी मां को दोपहिया वाहन पर पीछे बैठाकर जा रहे थे। कर्वे रोड पर जलसा होटल के सामने सिग्नल खुलते ही एक अज्ञात दोपहिया चालक ने दाईं ओर से अचानक लापरवाही से वाहन मोड़ते हुए उनकी दोपहिया को टक्कर मार दी और मौके से फरार हो गया।टक्कर के कारण तुलसीदास शिंदे और उनकी मां सड़क पर गिर पड़े। उसी समय पीछे से आ रहे एक मालवाहक टेम्पो का पिछला बायां पहिया सिताबाई शिंदे की छाती के ऊपर से गुजर गया। इस हादसे में वह गंभीर रूप से घायल हो गईं और उनकी मौके पर ही मौत हो गई।घटना के बाद पुलिस ने अज्ञात दोपहिया चालक के खिलाफ मामला दर्ज कर लिया है।

Two individuals were arrested by the Gachibowli police after busting a prostitution racket operating from an apartment in Kondapur during a joint raid conducted on Wednesday, February 4, 2026. जागरण ब्यूरो, नई दिल्ली| पिछले एक वर्ष से यूपीआई भुगतान (UPI Payment) में लागत का मुद्दा उठाकर देश के बैंक और भुगतान की सुविधा देने वाली कंपनियां (पेटीएम, फोनपे आदि) की तरफ से यूपीआई के जरिये होने वाले भुगतान पर शुल्क लगाने की मांग को वित्त मंत्रालय ने एक तरह से सिरे से खारिज कर दिया है।सरकार की मंशा साफ है कि आम उपयोगक्ताओं और छोटे व्यापारियों के लिए अभी भी यूपीआई मुफ्त ही रहेगा। इस मंशा से ही आम बजट 2026-27 में यूपीआई और रूपे डेबिट कार्ड लेनदेन के लिए 2,000 करोड़ रुपए की सब्सिडी की व्यवस्था की है ताकि मर्चेंट डिस्काउंट रेट (एमडीआर) माडल जारी रहे।एमडीआर के तहत सरकार डिजिटल भगुतान को लेकर बैंकों के वित्तीय बोझ के बड़े हिस्से की भरपाई करती है। पिछले बजट में इस मद में 437 करोड़ रुपए का प्रविधान किया गया था, लेकिन बाद में इसे बढ़ाकर 2,196 करोड़ रुपये कर दिया गया है। साथ ही सरकार ने यूपीआई के जरिये होने वाले बड़ी राशि के भुगतान पर अतिरिक्त शुल्क लगाने के प्रस्ताव को भी फिलहाल ठंडे बस्ते में डाल दिया है।वैसे सरकार के इस रुख से डिजिटल भुगतान को सफल बनाने में असली भूमिका निभा रहे बैंकों और पेमेंट गेटवे की भूमिका निभाने वाली फिनटेक कंपनियों में निराशा है। यूपीआई अभी रोजाना 30 करोड़ से अधिक ट्रांजेक्शन प्रोसेस कर रहा है और यह राशि स्केलिंग, फ्रॉड रोकथाम तथा इन्फ्रास्ट्रक्चर विस्तार के लिए अपर्याप्त मानी जा रही है।आरबीआई (RBI) का डाटा बताता है कि 86 प्रतिशत लेनदेन 500 रुपए से कम राशि की होते हैं और यह लागत को बढ़ाता है। बड़े व्यापारियों को शुल्क के दायरे में लाने की थी मांग संबंधित कंपनियों के संगठन पेमेंट्स काउंसिल आफ इंडिया की तरफ से बड़े व्यापारियों (टर्नओवर 10 करोड़ से अधिक) पर एक शुल्क लगाने की मांग की जा रही थी। इस बारे में इनकी आरबीआई की तरफ से गठित समिति के समक्ष प्रस्तुतीकरण भी दिया गया था। डिजिटल भुगतान स्वीकार करने वाले बड़े व्यापारियों से 0.2-0.3 प्रतिशत की दर से अतिरिक्त शुल्क लगाने की मांग की गई थी।इन्होंने यह भी कहा था कि छोटे भुगतान और व्यक्तिगत तौर पर होने वाले लेन-देन पर शुल्क मुक्त बनाए रखने की बात कही थी। मौजूदा व्यवस्था को ज्यादा दिनों तक चलाने में असमर्थता की बात भी कही गई थी। हालांकि सरकार ने यूजर पर कोई शुल्क नहीं लगाने का स्पष्ट संकेत दे दिया है। वित्त मंत्रालय और आरबीआइ के अधिकारियों का कहना है यूपीआइ शुल्क बढ़ाने को लेकर अगर जरूरी होगा तो कुछ महीने बाद फिर से विमर्श किया जाएगा।

The Mangaluru city police, with the help of Indian Embassy in Cambodia, have rescued six persons from Mangaluru who were trapped in ‘digital’ slavery in Cambodia for about six months. Police Commissioner Sudheer Kumar Reddy told reporters on Thursday, that a case was registered against a travel agent in Mangaluru for sending six youths (now rescued) to Nepal, from where they were taken to Cambodia. Mr. Reddy said the six victims, who had completed their degree and PUC, fell prey to advertisements by agents about jobs abroad. These youths, were among several youths, who were being forced by cyber criminals to call victims for investment and use them for ‘digital’ arrest. The police contacted the Indian Embassy and got the six back to Mangaluru a few days ago, Mr. Reddy said.

जागरण संवाददाता, नई दिल्ली। Rajpal Yadav Cheque Bounce Case: बॉलीवुड के मशहूर हास्य अभिनेता राजपाल यादव ने दिल्ली हाई कोर्ट के सख्त आदेश के बाद जेल में आत्मसमर्पण कर दिया है। यह मामला चेक बाउंस से जुड़ा है, जिसमें राजपाल यादव को सजा सुनाई गई थी।मामला 2010 का है, जब राजपाल यादव ने अपनी पहली निर्देशित फिल्म 'अता पता लापता' बनाने के लिए मेसर्स मुरली प्रोजेक्ट्स प्राइवेट लिमिटेड से करीब 5 करोड़ रुपये का कर्ज लिया था। फिल्म फ्लॉप होने के बाद कर्ज चुकाने में देरी हुई और दिए गए चेक बाउंस हो गए।कंपनी ने नेगोशिएबल इंस्ट्रूमेंट्स एक्ट की धारा 138 के तहत केस दर्ज किया। ट्रायल कोर्ट ने राजपाल को 6 महीने की सजा सुनाई थी, लेकिन हाई कोर्ट ने सजा निलंबित कर समझौते का मौका दिया।हालांकि, राजपाल बार-बार समझौते और कोर्ट के वादों का पालन नहीं कर पाए। दिल्ली हाई कोर्ट (जस्टिस स्वर्ण कांता शर्मा की बेंच) ने कई बार मोहलत दी, लेकिन अंत में 4 फरवरी 2026 तक सरेंडर का आदेश दिया। अभिनेता की ओर से एक हफ्ते की अतिरिक्त मोहलत और 50 लाख रुपये के इंतजाम का दावा किया गया, लेकिन कोर्ट ने इनकार कर दिया। कोर्ट ने कहा कि बार-बार डिफॉल्ट से कोई नरमी नहीं बरती जा सकती।राजपाल यादव ने कोर्ट में कहा कि वे आज ही सरेंडर करेंगे। अब जेल में सरेंडर के बाद वे सजा काटेंगे या आगे कानूनी विकल्प तलाशेंगे। यह घटना बॉलीवुड में उनके लिए बड़ा झटका है।

Nearly three-fourths of the Air India Group's 267 planes that were analysed for repetitive defects have been identified as having recurring defects, the data presented in the Lok Sabha on Thursday showed. Of the 166 Air India aircraft analysed, 137 planes were identified for repetitive defects, while 54 Air India Express aircraft were identified for repetitive defects of the 101 aircraft analysed, the data showed. Taken together, a total of 267 aircraft of Air India Group (Air India and Air India Express) were analysed, of which 191 or nearly 72 per cent were identified for repetitive defects. Speaking on the data, an Air India spokesperson said, "We have, out of abundance caution, carried out checks across our fleet.
