Can federalism bring stability to Libya? A decentralized, federalist approach could help build stability, but the international community will likely insist on repeating past mistakes. This was a major shift: Until that point, Libya had two political governments, two military commands, and two different administrations. Without robust institutions, Libya will continue to flounder in conflict. Such scenarios remain unlikely, however, since they require a paradigm shift that is one step too far for many Western leaders and those at the top of international institutions.

In some cases, Sudanese migrants do not even make it to Libya’s cities. Al-Nur had decided to travel from Khartoum to Libya and, from there, Italy, using smugglers in North Darfur State. However, other figures from Sudanese and Libyan organisations suggest that up to 31,000 Sudanese migrants entered Libya by the end of January. Thousands of Sudanese consider Libya a transit point to European countries, especially from the Darfur region,” Awad al-Karim told Ayin. Ahmed Hussein* lives in the RSF-controlled city Zalingei, the capital of Central Darfur State.

More details emerged of the three MoU’s signed yesterday in Tripoli during the visit of Italian Prime Minister Giorgia Melloni and several of her government ministers, received by Tripoli based Libyan Prime Minister Abd Alhamid Aldabaiba. The Aldabaiba government is struggling to find enough cash to cover its existing commitments, let alone any new ones. For example, the Tripoli government is struggling to restart its agreement with IVECO for its state Truck and Bus Company (TBO) – which owes debts to Italy. The Tripoli government is also struggling to finance the Tripoli International Airport project which is slowing down its implementation. So, MoU’s are great political expressions – but they must be understood for what they are.

Italian Prime Minister Giorgia Meloni visited Libya on Tuesday to sign cooperation agreements with leaders from both administrations in the conflict-torn country. The agreements come as part of Meloni's long-awaited "Mattei Plan" named after Enrico Mattei, founder of the Italian energy company Eni. On her first visit to Libya early last year, Meloni signed a major gas deal with the North African country, the continent's richest in hydrocarbon reserves.
