The ministry plans to extend the second line of the high-speed train from Abu Simbel in southern Egypt to Sudan’s Wadi Halfa, Wazir said. In addition, the ministry plans to extend the train’s first line to Salloum in northwestern Egypt then to Benghazi in Libya, Wazir added. In May last year, Egypt and Siemens Mobility finalized a contract to build 2,000 km high-speed rail system in Egypt with Siemens Mobility’s share of the contract totaling 8.1 billion euros.

Amnesty International, Cairo Institute for Human Rights Studies (CIHRS), Danish Institute Against Torture (DIGNITY), Defender Center for Human Rights (DCHR), Human Rights Watch (HRW), International Commission of Jurists (ICJ), Lawyers for Justice in Libya (LFJL), Women’s International League for Peace and Freedom (WILPF), and World Organisation Against Torture (OMCT) wrote a joint letter to draw UN Human Rights Council's (HRC) attention to the critical need to establish a strong, independent follow-up accountability mechanism to continue documenting and reporting on the human rights and impunity crisis in Libya and monitoring the implementation of the Fact-Finding Mission (FFM) recommendations. They said that throughout its mandate, the FFM has documented grave and widespread human rights violations and abuses, and crimes under international law, committed in Libya by all parties since 2016. They also indicated that Human rights conditions in Libya today remain precarious as systematic abuses carried out by militias, armed groups and the authorities remain rampant, and impunity for past abuses continues. Internationally banned landmines and other unexploded ordnance abandoned since the 2011 conflict continue to cause substantial civilian harm and displacement. They also indicated that they stand ready to assist with these efforts in any way they can.

The Libyan Prime Minister Abdul Hamid Dbeibah discussed on Tuesday with the Governor of the Central Bank of Libya (CBL) Al-Siddiq Al-Kabir and the Head of the Audit Bureau, Khalid Shakshak, the government’s preparations for the month of Ramadan. The meeting at the office of the CBL Governor touched upon the availability of basic commodities, price control, salary payments, allowance for the wife and children, and basic pensions for the month of March before Ramadan begins, in addition to the agreement to complete those procedures and refer them to the CBL to start implementation. The attendees agreed to follow up on the General Electricity Company's plan to increase production capacity, and to launch a number of approved new projects that would help in this regard, reviewing as well the plan to establish 500 new schools and the need to involve municipalities in follow-up and supervision work to ensure sound implementation of this project, when they said was important and requested that it would include in its first phase the poorly-constructed schools in all Libyan cities to be rebuilt according to modern designs, and a specific timetable. The attendees reiterated the need for increasing disclosure and transparency in all government procedures, including expenditures, contracts and administrative procedures, in coordination with the CBL and the Audit Bureau.

The Head of the High Council of State (HCS), Khalid Al-Mishri, called on both the Head of the Audit Bureau and the Head of Administrative Control Authority not to implement the decision of the House of Representatives (HoR) regarding withdrawing the authority of the Audit Bureau and granting them to the Administrative Control Authority. In a letter addressed to the two Heads, Al-Mishri said the handover procedures mustn't be implemented with the committee formed by the Speaker of the HoR Aqila Saleh. While in another letter addressed to the HoR Speaker, Al-Mishri announced his rejection of the decision to withdraw the authorityof the Audit Bureau, saying that this decision affects the work of sovereign institutions without prior agreement with the HCS, and he stressed the need to adhere to the governing legislation. The First Deputy Head of the HCS, Naji Mukhtar, confirmed to his counterpart in the HoR, Fawzi Al-Nuwairi, that the decision to withdraw the authority of the Audit Bureau violated the Bouznika agreement regarding naming sovereign positions and distributing them to geographical regions, saying it negatively affected the factor of trust between the two chambers and hindered work on the file of unifying sovereign positions, calling on the HoR to review the decision. The HoR Speaker's decision to withdraw some of the Audit Bureau's authority and transfer it to the Administrative Control Authority was described by many analysts as an endeavor by Saleh to expand the circle of his personal influence, especially since Bouznika agreement says that the appointment of the Head of the Audit Bureau (Without Authority) is within the authority of the HCS, while the HoR appoints the new Head of the Administrative Control Authority, who will enjoy - according to HoR Speaker's decision - unprecedented powers.
