TUNIS, Nov. 20 (Xinhua) -- Libyan oil companies on Monday expressed the hope to cooperate with their Chinese counterparts to increase production and further develop the industry. Noting "China has great achievements in the oil and gas sector" Abdulhadi Abugnima, workover superintendent at the Libyan National Oil Corporation (NOC), said his company is eager to work with major oil companies to increase Libyan oil and gas production and to also bring down operational costs by using new technologies. Ghaith Bashir al-Firjani, head of the Well Drilling and Maintenance Department of Libya's Al-Waha Oil Company, said: "We seek to make sure that Chinese companies play a role in the Libyan oil sector, as this would create good competition in the sector." However, the sector has suffered over the past years from armed conflict and oil field and port closures. In November last year, Libya's Minister of Gas and Oil Mohamed Aoun announced that Libya is seeking to increase oil production to 2.1 million barrels per day and natural gas production to about 4 million cubic feet per day over the next five years.

An analysis of data by the Conference Board shows that Argentina, together with "failed states" Libya and Syria, is the country which posted the most years of negative GDP growth since 1951. Still, the country has been battling economic woes in the current age with on-and-off-again recessions. While Argentina might be more developed than others on the list, it has been caught up in a cycle of overspending, inflation, debt-making, unsustainable cuts to government programs and bad fiscal policy. Nevertheless, Ukraine and Moldova appear in ranks 7 and 8 out of 133 countries and territories, showcasing the severe impact the fall of Communism has had. Between 1990 and 1999 Ukraine experienced ten consecutive recession years, while Moldova posted nine.

Libya’s medium-term economic outlook remains positive despite the devastating floods that hit the country in September, mainly on the back of projected high oil prices, the International Monetary Fund has said. There is an urgent need for a clear economic vision for the country, the IMF said. "In the short term, Libya requires a budget to support policy credibility, because untargeted fiscal spending complicates the implementation of the macroeconomic policy," the fund said. "The immediate benefit stemming from the August announcement is improved co-ordination in the areas of monetary policy, banking system liquidity and supervision. "Progress in addressing Libya’s short and medium-term challenges – including by modernising fiscal and monetary policy frameworks – will, to a large extent, depend on the pace of political reconciliation," the IMF said.

Darfur offensiveHome turfNo winnerPORT SUDAN: More than seven months into Sudan 's devastating war that has killed thousands and displaced millions, experts warn that the scarred and impoverished country faces the threat of breaking apart. The paramilitary Rapid Support Forces (RSF) is waging war against the armed forces and there have been reports of new massacres in Sudan's western Darfur region.Experts now warn the country could face a " Libya scenario ", in reference to the north African country long divided between two rival administrations in its east and west. "Continued fighting could lead to a few terrifying scenarios, including division," said Khaled Omar Youssef, spokesman for the Forces of Freedom and Change, the main civilian bloc ousted from power in a 2021 joint coup by Sudan's warring generals. "The RSF's expansion does give it an open line between the capital and Darfur, but that's a very long line," he told AFP, speaking on condition of anonymity out of fear for his safety. The vast western region is nearly the size of France, "and a lot of it is open areas the army can attack by air", he explained. But with the RSF now controlling most of Darfur, key oil infrastructure, parts of central Sudan and much of the capital itself, he said an army victory is also unlikely. "Even if they succeed in taking control of Khartoum, which is very difficult, sending forces to regain areas of Darfur from RSF control would be a massive logistical challenge. "To get from Khartoum to El Geneina, on Sudan's western border, the army would have to fight across over 1,400 kilometres (870 miles) about the distance between Berlin and Kyiv.
