Since the beginning of the year, an average of eight people lost their lives or went missing each day while trying to cross the central Mediterranean towards Italy, according to Doctors Without Borders (MSF). With about 2,200 children, women, and men either missing or confirmed dead in the Central Mediterranean so far, the year 2023 has been the deadliest since 2017 on this migration route, witnessing an average of eight victims per day. Reviewing its work in this sector, Germany’s GIZ reported that, in collaboration with partners, it has spearheaded initiatives in Libya to propel a circular economy of waste prioritising waste minimisation. Circular economyGIZ explained that contrary to the linear economy’s approach of extraction, consumption and disposal, the circular economy promotes continuous usage and regeneration loops. The workshop’s objective was to evaluate each municipality’s potential in both nations to embrace and work within a circular economy. This activity is supported by the European Union in Libya and Germany’s BMZ -funded project “Decentralisation as a contribution to peacebuilding in Libya / Support to municipalities in Libya (SML)”. The Libyan Business Council (LBC) signed an MoU during its participation in the 3rd Arab British Economic Summit 2023, held on 20th November in London. Speaking exclusively to Libya Herald, the LBC confirmed that 59 business leaders from across Libya attended the event, the largest Libyan business delegation to visit Britain in the past ten years. It was, the LBC added, representing the return of stability in Libya and the desire of Libyan businessmen and people to revive stalled projects. The LBC also informed that the Secretary-General of the Arab League, Ahmed Abu Al-Ghaith, welcomed Libya’s presence at the summit and its return to international forums. The Arab-British Chamber of Commerce said the event comes as part of their ongoing activities to nurture collaboration between the United Kingdom and the Arab World.

Türkiye and Libya mark the fourth year of a maritime boundaries deal on Monday. An expert says the deal cemented Türkiye’s place in the Mediterranean Sea and shook “a Greek-led front” seeking to curb Türkiye’s influence in the region. The deal, between Ankara and Libya’s Tripoli-based Government of National Accord (GNA) secured Turkish rights over a portion of the Eastern Mediterranean Sea. He said the deal was a turning point for Türkiye’s foreign policy and security policy that took a more assertive role. On Friday, the motion to extend the mandate of Turkish troops in Libya for two more years was submitted to Parliament.

"The risks and threats arising from Libya persist for Türkiye and the entire region. In case of the resumption of attacks against the legitimate government, Türkiye’s interests in both the Mediterranean basin and North Africa will be adversely affected," the motion noted. "Preventing the resumption of conflicts holds significance to ensure the conclusion of military and political negotiations conducted under the auspices of the UN,” it added. Libya has been torn by civil war and instability since the ouster of longtime ruler Muammar Gaddafi in 2011.

The Tripoli based Libyan government announced Thursday that it has launched new smart post/zip codes. Normal post/zip codes had been launched in 2010, but the new smart post/zip codes plates being installed have QR and NFC codes included allowing them to be read by electronic equipment, including smart mobile phones. Phase one of the installation of smart post/zip codes plates has installed 22,000 post/zip codes plates and aims to install 111,000 plates in western Libya. It will be completed in 2024. Libya’s parastatal National Oil Corporation (NOC) has exported its first shipment of Erawin crude oil. Produced from the Erawin onshore field, the crude oil had been exported through oil and gas exploration company, Zallaf Libya Oil and Gas. Announced on 16 November, the inaugural shipment was estimated at 600,000 barrels and was exported through the Port of Zawiya in northwestern Libya. Production at the Erawin field commenced in March 2023 with an initial production rate of 3,000 barrels per day (bpd), which has since increased to a rate of 6,000 bpd as of November. Oil production from the field is expected to reach more than 16,000 bpd pending completion of all wells and pipelines linking the Erawin field to the Sharara field export route in Libya’s Murzuq Desert.

Libya’s oil minister has accused international oil companies operating in the country of taking advantage of the political instability in the country to delay their development plans. Earlier this year, Libya’s National Oil Corporation issued a statement saying that oil majors including BP and Italy’s Eni had lifted the force majeure declared on their Libyan operations, effectively returning to the country. At the time, the National Oil Corporation said the international companies had notified it of their intentions to resume their contractual obligations with the Libyan state oil company. The tender will be held in 2024 and should help Libya move closer to its target of 2 million bpd in daily oil output by 2026. Libya is currently producing some 1.24 million bpd, according to the National Oil Corporation.
