However, the Ethiopian communique only mentions "bolstering political and diplomatic relations" and does not explicitly mention diplomatic recognition of Somaliland as a sovereign state. Addis Ababa had previously courted Asmara with a similar proposal as that pitched to Somaliland - equity in Ethiopian Airlines in return for access to Eritrea's Red Sea port of Massawa. Gunfire was heard for part of the morning and midday on Wednesday in Debre Berhan, in exchanges between members of the Amhara regional forces and Fano militants, BBC reported. Heavy gunfire has been heard in several neighborhoods since the early hours, starting around 7:00 in the morning. Transport services have reportedly been suspended within the town, coupled with a two-day prohibition on rickshaw or tuk-tuk operations. MOGADISHU, Somalia >> Landlocked Ethiopia took the first steps toward gaining access to the sea on Monday, signing an agreement in the capital of Addis Ababa with the breakaway Somali region of Somaliland to access the Somaliland coastline. The agreement strengthens the security, economic and political partnership between Ethiopia and Somaliland, a statement from the Ethiopian prime minister’s office said. Somaliland President Abdi said the agreement included a statement that Ethiopia would recognize Somaliland as an independent country in the near future. Somalia and Somaliland reached an agreement in Djibouti on Friday to strengthen cooperation on security and the fight against organized crime. Ethiopia lost its access to the sea when Eritrea seceded in 1993.

Somalia’s cabinet said on Tuesday that a pact its breakaway region of Somaliland had signed with Ethiopia allowing it to use the Red Sea port of Berbera was null and void, adding that it endangered the region’s stability. Somalia also recalled its ambassador to Ethiopia for deliberations over the Somaliland port agreement. “Ethiopia’s step … endangers the stability and peace of the region,” Somalia’s cabinet said in a statement after an emergency meeting. Somalia says Somaliland is part of its territory. Last week the Somali National News Agency said Somalia and Somaliland had agreed to restart talks to resolve their disputes, following mediation efforts led by Djibouti.

Al-Shabab immediately responded to the deal and condemned the MoU signed between Ethiopia and Somaliland. Ethiopia sent its troops back into Somalia in early 2012 after militants expanded, and Ethiopian forces joined the AU peacekeeping mission in Somalia.
