Food industry leaders are close to finalizing a draft of the first-ever code of conduct for the Canadian grocery business, according to internal documents submitted to government this month. The draft rules give those players rights that are “100 times better than what they’ve got today,” he said. The negotiators are also in favour of establishing a Grocery Code Adjudication Office, similar to a model used in the United Kingdom’s grocery code of conduct, which would have funding, staff and arbitrators available to enforce the code, according to the progress report. The progress report lays out an industry consultation process on the draft rules that will run between November and January. The negotiating team is also working on a “communication and educational strategy for the code’s pending implementation,” the report said.

Efforts to protect centuries-old eastern hemlock trees from an invasive insect are expanding in Nova Scotia after a volunteer group found success in the Tobeatic Wilderness Area. The adelgid has been wreaking havoc on hemlocks in eastern North America — including Nova Scotia — for years. Alberta bans masking mandates in schools, guarantees in-person learningEDMONTON — The Alberta government says school boards can't require students to wear masks in school or be forced to take classes online. In a release, the government says it has made regulatory changes that guarantee students have access to in-person learning. The government said the in-person learning change applies to grades 1-12 in all school settings, including public, separate, francophone, public charter and independent schools. NDP education critic Sarah Hoffman said the changes show the government doesn't have a clue about what’s happening in Alberta schools. Hoffman said it is unrealistic to expect that school districts can staff in-person and online classes simultaneously with no additional resources.

Heritage Minister Pablo Rodriguez made the official announcement of Guèvremont as the NFB's new government film commissioner, chairperson and 17th leader chosen since its inception in 1939. The biography shared by the NFB described Guèvremont as an executive with extensive experience within the fields of culture, digital media and education. Guèvremont is set to inherit the NFB's efforts to address issues of equality within the institution. In a public statement in response to the news, Guèvremont expressed her gratitude for the position and organization as a whole.

The TSB closed runway 26, to carry out its investigation, but a spokesperson for the Region of Waterloo told CBC News that the airport will be closed to commercial traffic for the rest of Friday. Trudeau says he’s ‘absolutely serene’ about invoking Emergencies ActOTTAWA — Prime Minister Justin Trudeau defended his decision to invoke the Emergencies Act to a public inquiry Friday, displaying moments of introspection while acknowledging the seriousness of declaring a public order emergency and insisting it was the right thing to do for Canada. The inquiry has been focused on the question of whether Trudeau was justified in declaring a public order emergency, which the Emergencies Act identifies as a threat to Canada's security, as defined in the Canadian Security Intelligence Service Act. Throughout his testimony Trudeau said the threat of serious violence as the protests entered their third week was a key factor in deciding to invoke the Emergencies Act. The prime minister acknowledged the seriousness of that moment, which he said he reflected upon before signing the order. "Politics was not the motivation at all in the invocation of the Emergencies Act," he said.

The upgrades to the 4.8-kilometre stretch of Highway 1 through Kicking Horse Canyon east of Golden, B.C., include realigning and widening sections to ease travel and mitigate rock fall and avalanche hazards. Albertans heading into British Columbia this weekend will save at least an hour as they traverse newly completed sections of Highway 1. The stretch of the Trans-Canada highway east of Golden, B.C., will be available to drivers from 6 a.m. MT Friday onward. The completed portion of the Kicking Horse Canyon project includes up to two kilometres of the final 4.8-km section. The fourth and final phase of the Kicking Horse Canyon project is set to be completed by winter 2023-24.
