Environmental protection tax opposed by some economistsVietNamNet Bridge - The Ministry of Finance (MOF) has proposed raising the environmental protection tax to offset the decrease in tax collection caused by tariff cuts under foreign trade agreements (FTAs). MOF has proposed raising environmental protection taxes on oil and petroleum products, from VND3,000 (13 US cents) to the ceiling level of VND4,000 (17 cents) per liter, commencing on July 1, 2018. MONRE estimated that the GHG volume in Vietnam was 247 million tons in 2010 and would surge to 300 million in 2012, 423 million tons in 2016, and reach 466 million tons by 2020. Dang Dinh Dao, former head of the Institute Economics & Development Studies, said the reasons cited by MOF for the tax increase plan area is unreasonable, and it is not the right time to raise the environmental protection tax. “MOF is trying to impose an even higher tax when Vietnamese businesses are already burdened with taxes,” he said.

CPTPP to widen Vietnam’s inroads to partner marketsTwo-way trade turnover between Vietnam and almost all members of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) have surpassed $1 billion annually. Two-way trade turnover with Japan hit $33.4 billion in 2017, and Vietnam’s trade surplus reached $250 million. The taxi associations also complained that two years is a long duration for implementing a pilot programme. In reality, the operations of traditional taxi firms have been seriously impacted by the appearance of Uber and Grab. Import tax on Japanese cars will be removed from 2029According to CPTPP commitments, import tax on motor vehicles from Japan will be removed from 2029. Thereby, these items will no longer be subject to trade tariffs between the 11 countries in general and Vietnam and Japan in particular. Vietnam would eliminate tariffs for all cars 13 years after the CPTPP takes effect. If imported cars cannot pass these requirements, they are instead left to gather dust in storage. Vietnam imported only 17 cars with less than nine seats in January this year, compared to the 3,700 units in just a fortnight in January 2017.
