And yet the slaughter continued with impunity, at the behest of the man who was elected president of the Philippines, Rodrigo Duterte. But on Tuesday, nearly three years after Mr. Duterte left office, a major step was taken toward accountability for thousands of Filipinos who have long sought justice for their loved ones. Acting on a warrant issued by the International Criminal Court, which had been investigating Mr. Duterte’s antidrug campaign, the Philippine authorities arrested Mr. Duterte at Manila’s main airport as he returned from a trip to Hong Kong. accused Mr. Duterte, 79, of crimes against humanity during his time as president and when he was the mayor of the city of Davao. Stephen PriceThe Sunday Times has compiled a list of the ‘coolest UK places to move to’, with one coastal Welsh location featuring among the ‘hottest postcodes for 2025’ and described as ‘Cornwall without the crowds’. The 11 featured postcodes cover all corners of the UK, with only Welsh entry for SA42, namely Newport, Pembrokeshire which they say is top choice for ‘laid-back coasties’. Amongst contenders including Newlyn in Cornwall, described as ‘best for arty types’ and Port Ellen on Islay in the Hebrides which is ‘best for party islanders’, columnist Vicky Brzezinski has high praise for this particular Welsh Newport. Write to letters@thetimes.co.ukSir, Your leading article “Wellness Cheque” (Mar 10) offers a welcome way out of the longstanding debate about improving the NHS. Being free at the point of use for an overcrowded system only imposes other costs on patients, such as waiting lists and treatment in corridors. A “free” system also discourages people from looking after their own health. The NHS, founded in 1948, needs rethinking in a more populous, more demanding and more fiscally hard-up age. But as you point out, 44 per cent of those aged 25 to 34 are willing to go private.

The UK government has announced major cuts to NHS England as part of a strategy to streamline operations and reduce duplication with the Department of Health and Social Care (DHSC). NHS staff have expressed shock and concern at the scale of the cuts, which far exceed the 2,000 job losses initially proposed. The restructuring will also impact the DHSC, which will undergo downsizing while working more closely with NHS England. These changes are expected to give Health Secretary Wes Streeting greater control over the NHS's operations. The reshaping process follows previous job cuts in recent years, including reductions of 4,000 to 6,000 employees at NHS England and 800 at the DHSC.The announcement of these cuts, which will take effect from April 2025, has left staff feeling unsettled, but the NHS is putting a transition team in place to guide the changes. The focus will be on eliminating redundancies between the two organisations and ensuring a more integrated and efficient health system.

Visma-Lease a Bike have two GC riders to protect in the TTTStage 3 of Paris-Nice offers up a team time trial, as has become a traditional mid-week fixture in the French stage race. What's less traditional, however, is how the GC times will be taken. It is the first rider's time that will decide the winner of the stage, so there is less incentive to keep four riders together to the line. This unique regulation has been used before at Paris-Nice and will be implemented for the opening team time trial of the 2026 Tour de France in Barcelona. Last year's TTT was won by UAE Team Emirates, and they'll be one of the favourites again, led by Brandon McNulty and João Almeida.

The uncertainty generated by President Trump’s promises to impose tariffs and carry out mass job cuts threaten the world economy’s soft landing after years of high inflation and interest rates, the Bank for International Settlements has warned. The BIS, known as the “central bank of central banks”, said it still expected the United States and most advanced economies to avoid recession this year but sounded the alarm over the impact Trump’s rhetoric could have on financial markets and the economy. Frank Smets, deputy head of the BIS monetary department, said: “Policy uncertainty on tariffs, [US] fiscal policy, immigration and regulation … work like a negative demand shock. Of course, that hasn’t stopped Stephen Graham, whose new Netflix series “Adolescence” premiering Thursday features four one-shot episodes — a masterful feat that lends itself to the taut, emotionally-complex storytelling. Even before that, Graham encountered numerous similar incidents on the news, most involving teenage boys killing teenage girls. I feel like we caught the zeitgeist.”AdvertisementAlthough Graham and Barantini were well-practiced in creating extended shots from “Boiling Point,” which was later continued in a BBC series, “Adolescence” proved to be a specific challenge. (Sophia Spring/For The Times)“I feel very blessed to be at the age I am now and still be working, because you just never know,” Graham says. He’s consistently bringing truth to these roles and these stories.”Despite the scope of his career, Graham remains as humble as possible.
