Low NHI floor helped 300,000: HPABy Hou Chia-yu and Jake Chung / Staff reporter, with staff writerThe lowering of the eligibility age floor for National Health Insurance (NHI)-funded preventive examinations for adults has benefited 300,000 young adults this year, allowing them to seek care earlier to manage chronic disease, the Health Promotion Administration (HPA) said on Thursday last week. As of last month, the agency had recorded 300,000 people aged 30 to 39 who have conducted their first-ever preventive examination, it said. The government hopes to discover symptoms and thus intervene sooner to reduce the risk of disease, the agency said. Regular checkups can help people identify symptoms of chronic illnesses early, even when the body appears healthy, Shen said. Labor ministry adjusts overtime policyBETTER BALANCE: The biggest obstacle preventing staff from taking parental leave is the administrative procedures involved, while overtime rules risk overworking othersBy Shelley Shan / Staff reporter, with CNAThe Ministry of Labor yesterday said that it has decided not to relax regulations governing workers’ overtime hours when it implements flexible parental leave next month, adding that it would instead focus on helping businesses better manage their workforce by ensuring that employers reasonably allocate overtime hours, clarify leave arrangements and establish a talent pool. As part of the policy’s supporting measures, the ministry had initially planned to allow employers to assign workers who have reached the maximum allowable overtime hours to substitute for employees taking emergency parental leave. Meanwhile, the regulations already give employers adequate flexibility to allocate overtime hours,” Huang said. Most only know that employees cannot work more than 12 hours per day and overtime hours cannot exceed 46 hours,” she said. “Employers know that, under the new policy, workers can request parental leave five days in advance so that substitutes can be arranged.

Yuan climbs past seven per dollar as China’s central bank caves in to bullsBloombergThe yuan climbed past the psychological milestone of 7 yuan per US dollar for the first time since September last year, on bets China’s central bank would allow gradual currency appreciation to boost market confidence. The offshore yuan yesterday gained as much as 0.2 percent to 6.9964 yuan per US dollar. The central bank on Wednesday promised to ensure adequate money supply to support financing, economic growth and inflation targets. “A sustained yuan gain will be helpful in increasing the appeal of China’s capital markets to foreign investors.”In onshore trading, the Chinese currency yesterday gained 0.1 percent to 7.0067 yuan per US dollar. Despite its rally versus the US dollar, many analysts say the yuan is still too cheap on a trade-weighted basis and considering China’s entrenched deflation.

Housing market to consolidate next year: brokerLENDING WOES: Mortgage rates have climbed to their highest level since the 2008 financial crisis, making borrowing difficult for first-time buyers, Evertrust saidBy Crystal Hsu / Staff reporterTaiwan’s housing market is set to consolidate next year, with transaction volumes expected to hold near this year’s levels as tight mortgage conditions continue to weigh on demand, Evertrust Rehouse Co (永慶房屋) said on Wednesday, citing a quarterly survey. Photo: CNA“The worst from policy tightening is likely over and conditions are unlikely to deteriorate, barring major economic or policy shocks,” Yeh said. Speculative buyers have mostly exited the market, leaving transactions increasingly driven by owner-occupiers, he said, as long as Taiwan’s economy remains broadly stable. Yeh flagged four major uncertainties shaping the outlook: the health of a global artificial intelligence boom, Washington’s trade policy under US President Donald Trump, domestic housing policy directions, cross-strait relations and the pace of new housing supply. Mortgage rates have climbed to about 2.3 percent, the highest since the 2008–2009 global financial crisis, eroding affordability for first-time buyers, Yeh said.
