CAIRO - 29 June 2022: The Special Adviser to the Secretary-General of the United Nations on Libya, Stephanie Williams, confirmed that the meetings with the Speaker of Parliament, Aguila Saleh, and the State, Khaled al Mashri, aim to put the final touches and discuss the measures for the constitutional document, the Libyan News Agency (LNA) reported Monday. Williams said, in press statements, that talk here is about transitional measures and elections, because during 23 days of discussions in Cairo, the meeting was able, commendably, to settle a number of controversial issues in the constitutional document. She pointed out that the file of the exit of mercenaries and foreign forces from Libya will remain subject to the formation of an elected and representative Libyan government for all Libyans. Williams continued in her statements that the members of the Military Committee (5 + 5) discussed this issue early and directly with the countries concerned, traveled to Ankara and Moscow, and met in Cairo with neighboring countries to the south, such as Sudan, Niger and Chad. In his capacity as president of General Assembly of the General Electricity Company of Libya (GECOL), the Prime Minister of the Government of National Unity (GNU), Abdel Hamid Dbeibah, has set a meeting on July 17 to discuss the new formation of the GECOL Board of Directors. The meeting will include evaluating the performance of companies operating in the electricity field, following up on the company’s work plan for 2022, and studying the difficulties and problems it faces. PM Dbeibah ordered on Sunday to suspend the GECOL Board of Directors from work and place it under administrative investigation, in addition to assigning the Director of the Public Services Company, Mohamed Ismail, as an interim general manager of the company working under his direct supervision.

The US Ambassador to Libya, Richard Norland, said on Tuesday that efforts are underway with international support to establish a Libyan-led mechanism to provide transparency regarding how oil revenues are spent, stressing the need to resume oil production and give this mechanism a chance to work. This came during his meeting with the Chairman of the Board of Directors of the National Oil Corporation, Mustafa Sanallah, where they discussed critical importance of restoring Libyan oil production immediately to Libya and the global economy. VALLETTA, June 28 (Reuters) - A court has ordered Malta's Bank of Valletta to return to Libya some 95 million euros ($100.1 million) deposited by a son of former Libyan leader Muammar Gaddafi. The funds were deposited by Gaddafi's son Mutassim as the owner of a Maltese-registered company with Bank of Valletta BOV.MT accounts. Mutassim Gaddafi was found to be in possession of several of the bank's credit cards when he was killed in Misrata on October 20, 2011. The Malta court case was brought by Libya's attorney-general, who argued that Bank of Valletta had failed to carry out proper due diligence checks that should have prevented Mutassim Gaddafi opening an account in the first place. A lawyer for Muammar Gaddafi's heirs, Charilos Oikonomopoulos, argued that the money was private funds and not pilfered from the Libyan state.

The UN Under-Secretary-General for Political and Peace-building Affairs, Rosemary DiCarlo, has reiterated the UN readiness to facilitate dialogue between current Prime Minister of Libya, Abdul Hamid Dbeibah and Parliament-designated PM, Fathi Bashagha. "It is high time to agree on outstanding issues and make the elections happen. We remain committed to supporting Libyan national reconciliation efforts, working closely with our partners, including the African Union." "As armed groups continue to position themselves in support of either Mr. Dbeibah or Mr. Bashagha, the risk of escalation increases." She indicated that the partial shutdown of Libya’s oil sector continues and since 16 April, the shutdown has reduced Libyan oil exports by one third and cost the country 3.1 billion US dollars in lost revenue.
