From 3 to 9 July, IOM registered the return of 299 migrants, including 16 minors, who were apprehended or rescued off the coast of Libya en route to Europe via the central Mediterranean. Since the beginning of the year, 175 migrants have died and 634 have gone missing on this migration route, the deadliest of which is carried by migrants on rickety boats.

According to the text of the decision confirmed to Reuters by a GNU official, Prime Minister Abdulhamid al-Dbeibah will replace veteran NOC chairman Mustafa Sanalla with Farhat Bengdara, the central bank governor before Libya's 2011 revolution. Libya's Oil Minister Mohamed Oun, who has feuded with Sanalla, said the NOC board changes were "an important step to preserve oil wealth". Libya's oil blockade has reduced output by 850,000 barrels per day (BPD) at a time of global supply constriction and reduced fuel supplies to power stations, adding to electricity cuts that have sparked protests across the country.

A statement by the PC media office said the meeting is part of the Presidential Council's efforts to formulate a comprehensive national initiative, as was announced last week. The meeting, which was joined by MPs Al-Mabrouk Al-Khattabi and Ayman Seif Al-Nasr, discussed the electricity and fuel crisis that is negatively impacting the living conditions in the country. In this context, the vice president joined the Parliament's speaker in his call for an investigation into the "true" causes of the crisis. Implementing the constitutional and electoral entitlements requires unifying the country under one government, says Al-LafiHe said they agreed on several points that would be put forward for discussions with other concerned parties to reach a final formula as soon as possible.

According to the leaked decree, Sanalla will be replaced with Farhat Omar Bengdara, a former Central Bank Governor from 2007 to 2011. Interim prime minister Abdul Hamid Dbeibah, who signed the alleged decree, has been at loggerheads with the NOC leadership for some time. This is not the first attempt to remove Sanalla–who has led the NOC for eight years–and regain control of the national oil company in recent times. In the meantime, protests are engulfing Libya, some of them calling for the resignation of Dbeibah as interim prime minister. Now, with the political crisis taken directly to the NOC, there is renewed cause for concern of a civil war.

Libya today is a country without a social contract. Libyans have no trust in any individual or institution in Libya, and rightly so; they have not earned it. At its heart was a largely symbolic monarchy, led by the Libyan hero Idris al-Senussi, who served as father of the nation and King of Libya until his overthrow in a coup led by Gadhafi in 1969. Restoring a symbolic monarchy would have other benefits too. Such a plan would also likely face resistance from those who currently enjoy a degree of power in Libya.
