WASHINGTON – The Executive Board of the International Monetary Fund (IMF) completed the third review under the Extended Credit Facility (ECF). Completion of the third review enables the immediate disbursement of SDR 17 million (US$23.64 million), bringing total disbursements under the arrangement to SDR 68 million (US$94.8 million). On August 23, 2021, Liberia received SDR 247.7 million (US$345.3 million) in the context of the general SDR allocation to the IMF’s membership. Fiscal reforms should focus on containing wage bill, enhancing domestic revenue mobilization, improving the quality of public spending, and operationalizing a Treasury Single Account. It will be important to accelerate structural reforms to improve the business climate for private sector development.”

LFA 3rd division club, Stages FC, has termed as “delay tactics” the Liberia Football Association’s (LFA) prayer for excuse and postponement of a court conference that was scheduled for Wednesday, November 24, at the Monrovia City Court. Both parties were due to sit for the conference following a citation from the Monrovia City Magisterial Court, through Associate Magistrate Quincy A. Q. Garnett. GIZ has trained several national stakeholders to counter the movement of illicit minerals, terrorist financing and money laundering, as well as illicit financial flows, within the Artisanal Smallscale Miners sector of Liberia. The joint training of national stakeholders is part of the Organization for Economic Cooperation and Development (OECD) due diligence guidance for responsible minerals supply chains and EU conflict minerals regulations, terrorist financing, money laundering, and illicit financial flows. The issue of smuggling of gold and diamond was high on the discussion, with emphasis on how to handle the movement of those minerals before it falls into the hands of terrorists. Liberia is a mineral-rich country, especially gold and diamond, but the proliferation of mining activities, coupled with illicit mining has made most of the minerals to be smuggled out of the country. This EU-funded training, which is being implemented by GIZ, was held in partnership with Liberia Revenue Authority (LRA), the Ministry of Mines and Energy (MME), LIS, LNP, German Corporation, and the Mano River Union (MRU).

Capitol Hill, Monrovia – Representative Thomas Alexander Goshua (District #5, Grand Bassa County) has called on his colleagues at the Liberian Senate to concur with the House of Representatives in passing the amended drugs law. There shouldn’t be any reason why the Senate should not pass this bill,” Rep. Goshua said. The current drug law of 2014 has several loopholes in the fight against drug and substances in Liberia. The bill seeks to make importation of drugs a non-bailable offense, and a prison term of 20 years. In addition, the law seeks to confiscate properties and money from perpetrators that could be placed into government coffers and used as revenue.

Monrovia- The International Organization on Migration Liberia, through its Migrants, As Messenger program has embarked on massive awareness activities against irregular migration and the need to travel safely. The awareness is part of Migrants As Messengers (MAM) Caravan 2021, using sports, entertainment and community engagements, among others to provide information among Liberians, mostly the youthful population on making informed decisions on traveling through the proper channel. At the same time, IOM Country Coordinator, Mohammed Diallo said those involved with irregular traveling are constantly found doing so because they were not informed of the danger irregular traveling poses to them. According to him, the purpose of the caravan is to raise awareness against illegal traveling. Dr. Dougbeh Chris Nyan has been awarded the first-ever Manevia Leadership African Award in Public Healthcare Innovation. MONROVIA – The World Bank Country Manager for Liberia, Dr. Kwhima Nthara has hailed the Liberian Government for making tough choices that have resulted in a boost to the economy. Dr. Nthara made the commendation following the launch of the Second Edition of the annual Liberia Economic Update, “Finding Fiscal Space”. According to the report, economic growth is expected to recover to 3.6 percent in 2021, before rising gradually to an average of 5.2 percent over 2022–2025. In addition, Liberia needs to invest in its people and institutions, and create an educated, skilled, and healthy labor force, in both the public or private sectors, and protect its economy and vulnerable population against repeated exogenous shocks, the Liberia Economic Update emphasized. This means that the external resources mobilized in the period financed a significant part of the government’s operating expenditure instead of financing public investment in infrastructure.

The LRA intends to introduce the excise tax stamps all alcohol products and tobacco beginning January 2022. The Excise Tax Stamp is a specially designed stamp with digital and other security features which is affixed on excisable goods to show that taxes and duties have been paid or would be paid. … The Excise tax stamp is not a new tax. In South Sudan, Madras Security Printers was accused of corrupt and collusive behavior in 2020 with regard to their tax stamp program. Ghana’s policy on the tax stamp policy places the responsibility on the affected excise product on the importer or the manufacturer.
