The EHRC reported numerous arrests of individuals of Amhara ethnicity as well as the detention of irregular migrants from Eritrea, some of whom may be seeking asylum in Ethiopia. However, the EHRC stated that it has been denied access to monitor the conditions of detainees since the State of Emergency was declared. On 04 August, 2023, the Council of Ministers unanimously decided to declare a state of emergency in the restive Amhara regional state. Considering these urgent concerns, the EHRC has called upon all parties involved in the conflict to immediately cease all violations and abuses of international human rights law.

The rights group said that the Ethiopian army killed protestors including civilians who attempted to block roads in some cases. It added that the Amhara regional administration officials at various levels have been the target of attacks, resulting in the temporary collapse of local state structures in many areas and killings of government officials. Humanitarian assistance to Internally Displaced Persons (IDPs) in the Amhara region has been interrupted due to the conflict and the blocking of roads. The fighting in the Amhara region is the latest in a series of conflicts that have erupted in Ethiopia in recent years.

An air strike has killed at least 26 people in Ethiopia’s embattled Amhara region, a hospital official and a resident told AFP on Monday, as the region continues to be rocked by deadly clashes. The strike on Sunday marked the deadliest reported since clashes between members of the Ethiopian army and a local militia known as Fano erupted in towns and cities across Amhara after months of tensions. “We’ve so far received 55 injured patients out of which more than 40 are gravely injured," he added, speaking anonymously over safety concerns. A resident who arrived shortly after the strike told AFP he had “helped in the burial of bodies of 30 victims". He said he saw “a medium sized freight vehicle had been completely destroyed in an air strike with dead bodies strewn around the vehicle".
