RIYADH: A fourth Saudi relief plane carrying aid from the Kingdom for Gaza arrived at El-Arish International Airport in Egypt on Sunday. Several planes of aid have been sent carrying tons of materials, including food and shelter, as part of the Saudi campaign to assist the people of Gaza. The first and second Saudi relief planes, each carrying 35 tons of aid, arrived in Egypt on Thursday and Friday, respectively. Last week, a team from Saudi aid agency KSrelief held talks with Osama Nugali, the Saudi ambassador to Egypt, to explore ways to transport shelter materials, food baskets and medical supplies through the Rafah Crossing to assist Gaza. He added that Saudi Arabia’s aid to Gaza reflects the depth of relations and strong ties between the Kingdom and Palestine.

Although both sides acknowledged “positive progress” in the first round of talks they held in late April and early May in Zanzibar, the week-long dialogue concluded without a deal. The security forces’ arguably heavy-handed handling of the conflict has undeniably fueled a sense of animosity towards the federal and Oromia governments among a substantial section of the Oromo people. However, the failure of the strategy they have pursued thus far calls for a pivot towards the settlement of political differences through negotiation and dialogue. The restart of talks between the federal government and OLF-OLA hopefully marks a return of both to their senses. Dialogue is not something that either side embraces when they feel they have no other option; it’s a choice they need to make their first and only choice.

Since its emergence in August 2022, the outbreak has affected over 26,000 individuals and led to more than 370 deaths across multiple regions. As of March 2023, the nationwide reports reached over 2,276 cases and 50 deaths, putting 3.3 million people at risk. According to the United Nations, Ethiopia needed $4 billion for its 2023 humanitarian appeal. This year, the EU has allocated €82.5 million in humanitarian assistance for Ethiopia, with a focus on aiding vulnerable groups, including refugees and internally displaced individuals affected by various crises.

During the occasion, the African Development Bank announced the approval of 2.5 billion USD for urban development. Limited funding has posed a major challenge in responding to humanitarian needs in Ethiopia, the United Nations High Commissioner for Refugees (UNHCR) has warned. In an Ethiopia Protection Cluster Update Third Quarter 2023 released Thursday, the UN agency said as of September 2023, the protection cluster has been funded to around 12 percent. According to the report, some 344.5 million U.S. dollars in funding is required, of which only 42.7 million dollars has been available with an unmet need of 301.8 million dollars. According to the report, despite the improvement of the security situation in Tigray following the November 2022 peace agreement, the already vulnerable internally displaced persons across Northern Ethiopia including those affected by the recent situation in Amhara are still with high needs for protection services. It said Benishangul-Gumuz, Oromia, Gambella and Somali regions face increasing protection needs due to inter-communal conflict, food aid pause, conflict between government forces and unidentified armed groups, drought, flooding, and cholera.

On the morning of October 16, 2023, Premier Li Qiang of the State Council held talks at the Great Hall of the People with Ethiopian Prime Minister Abiy Ahmed Ali who is in China to attend the third Belt and Road Forum for International Cooperation and pay an official visit to China. Chinese enterprises are welcome to invest and do business in Ethiopia, and Ethiopia will do its utmost to protect the security of Chinese enterprises and personnel. After the talks, Premier Li and Prime Minister Abiy Ahmed Ali jointly witnessed the signing of multiple bilateral cooperation documents on Belt and Road cooperation, the implementation of the Global Development Initiative, agriculture, culture, health, digital economy, green development, and urban and infrastructure development, among others. Before the talks, Li Qiang held a welcoming ceremony for Abiy Ahmed Ali at the North Hall of the Great Hall of the People. On the afternoon of the same day, Abiy Ahmed Ali laid a wreath at the Monument to the People's Heroes.
