The collective feedback underscores the critical need for a comprehensive approach to transitional justice that encompasses criminal accountability, truth-seeking, reparations, and measures to prevent recurrence. It also notes the community’s readiness to back the transitional justice process, contingent on the independence and integrity of the institutions involved. To guide the development and execution of a transitional justice policy, the report offers 31 recommendations for various stakeholders, including the Ethiopian government and the Transitional Justice Working Group of Experts. The transitional justice program was launched in Ethiopia following the signing of the Pretoria Peace Agreement in November 2022. Reading Time: < 1 minuteThe leader of Sudan’s paramilitary Rapid Support Forces visited Ethiopia yesterday where he said he discussed the need for a swift end to the war between the RSF and the Sudanese army, during the second leg of a rare publicly-announced foreign tour. Diplomatic efforts, including Saudi and United States-led talks in Jeddah, have made little visible progress toward halting the conflict in Sudan. The RSF has recently made military gains, taking control of Wad Madani, one of Sudan’s major cities, and consolidating its grip on the western region of Darfur. Ethiopian Deputy Prime Minister and Foreign Minister Demeke Mekonnen earlier met Dagalo, commonly known as Hemedti, at Ethiopia’s Bole International Airport. Reuters was not immediately able to verify if Dagalo had been on the aircraft’s previous flight.

A joint report by the Office of the UN High Commissioner for Human Rights (OHCHR) and the Ethiopian Human Rights Commission emphasized the need to implement all components of transitional justice equally. In 2018, Ethiopia witnessed a surge in human rights violations, marked by killings, torture, and ethnic- and faith-based violence. Victim-centred approach criticalVolker Türk, UN High Commissioner for Human Rights, welcomed Ethiopia’s steps to develop a national transitional justice policy aligned with the Cessation of Hostilities Agreement. “Those who have been subjected to violations or abuses are entitled to justice, including adequate, comprehensive, prompt, and effective reparations,” he said.

A famine is looming that could rival the worst famines of the past, relief workers say. Every day, desperate villagers gather at an aid warehouse in Yechila hoping for food, which has arrived only once in the past month. The Famine Early Warning Systems Network, a humanitarian research group, recently said famine could be widespread in Tigray by early 2024. “This latest famine is much bigger than the 1984 famine,” said Gebrehiwot Gebregzabher, head of the Tigray Disaster Risk Management Commission. “There are many people dying all the time, and we have lost track,” Yechila village administrator Gessese Tadesse said.

The Ethiopian Ministry of Foreign Affairs released official photographs depicting Hemetti’s reception by Demeke Mekonnen, Deputy Prime Minister and Foreign Minister, accompanied by a ceremonial guard of honour. Interestingly, the Ethiopian Foreign Ministry referred to Hemetti as the “head of Sudan’s Paramilitary Rapid Support Forces (RSF),” a diplomatic choice that highlights the RSF’s complex position within Sudan’s political landscape.

The head of the UN's human rights body Thursday called for "genuine" transitional justice in Ethiopia, saying victims of abuses in conflict had to be put at the heart of the process. The report by the UN and the EHRC -- an independent state-affiliated body -- made 31 recommendations for the design and implementation of a transitional justice policy. "I welcome Ethiopia taking concrete steps to develop a national transitional justice policy in line with the Cessation of Hostilities Agreement," said Volker Turk, head of the UN body. "By amplifying the experiences and voices of directly affected populations across Ethiopia, it is important that this report properly informs ongoing discussions on the development of a legitimate, holistic, genuine, and inclusive policy on transitional justice," said Turk. "Those who have been subjected to violations or abuses are entitled to justice, including adequate, comprehensive, prompt, and effective reparations."
