The 1973 War Powers Resolution requires presidents to seek approval from Congress for military engagements. Hakeem Jeffries, who leads the Democrats in the House of Representatives, told NBC News’s Meet the Press that the Venezuela action “was an act of war. This was a military action involving Delta Force, involving the army, apparently involving thousands of troops, involving at least 150 military aircraft.” Rubio has denied it was war. It seeks to block the administration from launching any further military hostilities against Venezuela without express approval of congress. Schumer painted Saturday’s action, and Trump’s claim that Venezuela would be run by the US for now, in apocalyptic terms.

At the Simón Bolívar International Bridge, which spans the Táchira River, foot and vehicle traffic flowed as normal through the main border crossing between Venezuela and Colombia. But a day after the extraordinary US capture and rendition of Venezuela’s leader, Nicolás Maduro, there was an air of uncertainty over what comes next. Nubiola Fanco, 60, who crossed into Colombia early on Sunday morning to restock her general store said there was a tense calm on the Venezuelan side. Canadian officials and public health experts are warning that US health and science institutions can no longer be depended upon for accurate information, particularly when it comes to vaccinations, amid fears that misinformation from the Trump administration could further erode Canadians’ confidence in healthcare. Those fears have emerged as the US health secretary, Robert F Kennedy Jr, has forwarded an anti-vaccine agenda. The agency’s move toward misinformation and away from public health leadership makes it more difficult to combat distrust in vaccinations in Canada, says Bowdish. In December, Canada’s health minister, Marjorie Michel, warned that US health and science institutions can no longer be depended upon for accurate information. But Michel Grignon, a professor and health economist at McMaster University, warned that increased mistrust in vaccinations in Canada is the country’s own doing.

Donald Trump has presided over a dangerous erosion in US capacity to prepare for and respond to natural disasters, according to emergency management experts. Even as Trump sought to slash federal funding, the cost of disasters continued to climb. Smith now works as the senior climate impacts scientist for the non-profit Climate Central, where he is continuing to build the database. “We are in the perfect storm,” said Monica Medina, who served as the principal deputy administrator of Noaa during the Obama administration. Many don’t even have dedicated emergency management departments.

Nothing speaks more eloquently of the disempowering of the US Congress under Donald Trump’s second presidency than the brazenly audacious detention of Venezuela’s leader, Nicolás Maduro and his wife, Cilia. In one fell swoop, the capture appeared to render the 1973 War Powers Resolution obsolete, if not an outright work of fiction. Similarly, the deployment of a vast military force off Venezuela, including the largest US aircraft carrier, was carried out without seeking authorization. Duss contrasted Lee’s supine stance with his previous actions, when he jointed Sanders to support a war powers resolution aimed at restricting US support for Saudi Arabia’s military intervention in Yemen during Trump’s first term. “That is a situation unfortunately that I think the framers of the constitution did not really anticipate,” he said.

In her first speech as Venezuela’s interim leader, Delcy Rodríguez lambasted the US and pledged fealty to Nicolás Maduro. “She’s essentially willing to do what we think is necessary to make Venezuela great again,” Trump said. The 56-year-old former labour lawyer struck a defiant tone in her televised speech on Saturday night. The opposition leader mobilised Edmundo González’s winning presidential campaign last year – Maduro ignored the result – and won the Nobel peace prize. Rodríguez said Venezuela “will never again be anyone’s colony – neither of old empires, nor of new empires, nor of empires in decline”.

Though Trump’s electoral victories cannot be attributed to any one thing, his “America first” narrative certainly struck a chord. Venezuela has many problems, including drug gangs and authoritarian rule, but they hardly justify what Trump has done. Even so, the Trump White House reckons that the costs attributable to “illicit opioids, primarily fentanyl” (including death, treatment, crime and lost labour productivity) totalled $2.7tn in 2023. But there are no grounds for claiming that either the US government or any US petroleum company literally owned Venezuela’s oil or land and was robbed. The same can be said for his arrogating the right to open up Venezuela’s oil sector to investments from US corporations.

The South American country is not Ukraine, nor, for that matter, is it Afghanistan, Iraq or Libya. Plan A for post-Maduro governance, Trump suggested, was to leave Maduro’s vice-president, Delcy Rodríguez, in power, because she would help the United States do what it wanted. Within two hours, Rodríguez insisted that Maduro remained Venezuela’s rightful leader and denounced the United States as an illegal, imperialist invader seeking to plunder the country. Trump’s definition of these threats is almost infinitely porous, extending to what he has repeatedly called “the enemy from within”. More likely, Donald Trump’s luck with hit-and-run military strikes is about to run out.
