Albay 1st district Rep. Edcel Lagman, the primary author of the Absolute Divorce bill, says the measure is a continuation of his crusade on human rights. Lagman said the Absolute Divorce bill would primarily serve abused women, battered and abandoned wives. He said House Bill (HB) 9349 was a 'pro-woman' legislation and hoped that it would be enacted into law. He sought to convince more senators to approve the bill. Lagman, a practicing Catholic, said that divorce was not a religious issue but a public right.
