In a video address released on Sunday, the United Nations' high commissioner for human rights stated his concerns for the Palestinians in the Gazan city of Rafah, who have been ordered by Israel to evacuate to another section of the enclave before military action proceeds. 'I have repeatedly expressed my alarm about the catastrophic impact of a possible full-scale offensive on Rafah, including the possibility of further atrocity crimes,' Volker Türk said. 'There is no safe place in Gaza,' he added as he called on Israel and 'Palestinian armed groups' to agree to a ceasefire and release all hostages
