The city now wants a do-over and will be seeking proposals that emphasize affordable housing as one of the uses. That requirement is prescribed in the state Surplus Land Act, which is the guiding document for the 7th and Market parcel. The city didn’t care about a project with a Ritz-Carlton and a lot of affordable housing. They want to see if they can now get more affordable housing. Bibler said she expects that there will be a lot of interest in the 7th and Market site, given its location.
