Scranton police arrested two people associated with the criminal street gang Popote on Friday on the 800 block of Pittston Avenue for the kidnapping and robbery of an alleged rival gang member on Feb. 22. On Feb. 25, the kidnapping was reported to the Scranton School District, which then informed city police. The juvenile victim — who was not named by police — was interviewed by a school resource officer and then Scranton police, according to the criminal complaint. The victim told officers he recognized the driver/suspect of the Honda as a male from his high school, investigators said. Police charged Rodriguez-Hernandez with robbery, criminal conspiracy, kidnapping, unlawful restraint, theft by unlawful taking, receiving stolen property, terroristic threats and simple assault.
