The meeting of members of the House of Representatives and the High Council of State held in Tunis on 28 February with the declared intention of installing a new government in Tripoli represents a “unilateral initiative that could lead to disastrous consequences” in Libya. The United Nations envoy wrote it, Abdoulaye Bathily, in a letter addressed to the two chambers of the Libyan Parliament. The more time passes, the envoy concluded, addressing the members of the House and Senate, "the more you or other parties insist on remaining in your positions, the closer you will bring Libya to the abyss". These five actors should nominate three representatives who will have to sit at the same table to find a compact agreement on the so-called "unresolved issues".
