Winston was apparently part of a billing mix-up earlier this month that caused several thousand Black Hills customers to have their payments rejected. Black Hills discovered the problem on June 7 and had it fixed by the next day, Peters said. The glitch affected approximately 20,000 Black Hills customers, including about 3,100 in Nebraska, Peters said. Winston said that Black Hills finally did contact him this week after he made his complaint to the PSC.
