Outlawing the option of personal recognizance bonds is the solution to reducing the number of repeat offenders reentering the criminal justice system, said Attorney General of Guam Douglas B. Moylan. Of those 320 violations, said Moylan, 26 defendants also picked up new cases. “The solution is to outlaw cashless bails, which is the personal recognizance bonds. Moylan said he developed the plan to seek funding to purchase 17 drug canines, both male and female, to develop drug dogs born and raised on Guam. “We also have a team looking to acquire more federal funding so that I can pay for more drug prosecutors.”
