The Gulf Cooperation Council (GCC) has witnessed a significant 56% year-on-year decline in initial public offerings (IPOs) proceeds for the first nine months of 2023, according to a report by Kuwait Financial Centre (Markaz). The total funds raised through 29 IPOs amounted to $6.8 billion, compared to a much higher figure in the previous year. The United Arab Emirates (UAE) led the GCC IPO market with four offerings that generated $3.9 billion, accounting for 58% of the total GCC proceeds. The top five GCC IPOs were led by Adnoc Gas with $2.5 billion, surpassing Borouge's $2 billion in 2022. Despite the downturn in IPO activity this year, 11 more IPOs are expected in the UAE in 2023.

Tunisia’s President fired Tuesday October 17 the country’s Minister of Economy Samir Saïed amid economic hardship that has gripped the North African country. Saied’s office said Finance Minister Sihem Nemsia will also double as caretaker of the ministry. President Saied has refused to subscribe to the IMF $1.9-billion loan and strings attached to it. Samir Saïed has been a proponent of the IMF loan. Saïed’s removal also comes nearly three months after the appointment of Ahmed Hachani as the country’s new Prime Minister in replacement of the country’s first female Premier Najla Bouden.

In South Africa, a Memorandum of Understanding on green hydrogen development was signed this week between the Provincial Governments of the Western Cape, Eastern Cape and Northern Cape. The MOU’s objective is to explore areas of collaboration between the provinces that will see the creation of linkages to support local and regional green hydrogen development. The UN Security Council held closed-door consultations in New York on the Moroccan Sahara issue. These consultations take place as a prelude to the adoption, at the end of October, of a resolution extending MINURSO’s mandate. According to the same sources, several countries expressed, during these consultations, their support for the Moroccan autonomy initiative, noting that this plan represents the serious and credible basis that can end the regional dispute over the Sahara, as enshrined in Security Council resolutions since 2007. The role of Algeria as the main party to this dispute was also highlighted during these consultations. The members of the Security Council highlighted the close cooperation between the Moroccan authorities and MINURSO, as confirmed in Mr. Guterres’ latest report.

The Nigeria government has subsidised its electricity sector by around $176 million in the second quarter of 2023 to cover tariff shortfall funding. The Nigerian Electricity Regulatory Commission (NERC) said in its recently released quarterly report that “in the absence of cost-reflective tariffs, the government undertakes to cover the resultant gap (between the cost-reflective and allowed tariff) in the form of tariff shortfall funding.”This funding is applied to the NBET (Nigerian Bulk Electricity Trading plc) invoices that are to be paid by discos (electricity distribution companies), of which there are 11. Nigeria: Project to supply electricity through battery energy service“This is an increase of N99.21 billion ($129.7m) compared to the N36.02 billion ($47.1m) incurred in 2023/Q1.”This represents a 275% increase. On average, the subsidy obligation incurred by the government per month was N45.08 billion ($58.9m) in 2023/Q2,” the report said. This was attributed to poor customer enumeration, insufficient metering, inaccurate meters, and energy theft (commercial loss).
