KABUL—Taliban militants detonated a vehicle bomb in a warren of government buildings in central Kabul, triggering a gunfight with security forces and leaving dozens of people wounded in the latest surge of violence to hit the country. The morning rush-hour blast, which shook the center of the Afghan capital on Monday and sent smoke billowing into the clear summer sky, came as talks between U.S. and Taliban negotiators to end the nearly 18-year Afghan war entered a third day in the Gulf state of Qatar.
