As the number of cases of the novel coronavirus in New York continues to climb, Gov. Andrew Cuomo on Wednesday pointed to a glimmer of hope: The rate of infections in the state’s initial hot zone has slowed. Mr. Cuomo, a Democrat, said the growth of infections in the Westchester County suburb of New Rochelle had slowed. He also said the statewide number of hospitalizations for Covid-19 is growing more slowly.
