Narendra Modi’s interest in Pasmanda Muslims, comprising the OBC, Dalit, and Adivasi Muslims that constitute about 85% of Indian Muslims, is said to be not new. By the end of 2013, the UP BJP had formed the Weavers’ Cell to reach out to Pasmanda Muslims. According to some estimates, Pasmanda Muslims make up about 80-85 percent of the 17 crore Muslim population in India.
