Developing local economies and raising living standards in Africa, she said, could dissuade prospective migrants from seeking refuge in Europe. Maddalena Procopio, an Africa analyst with the European Council on Foreign Relations, told VOA that Italy wants “to build cooperation and serious strategic relationships in Africa as equals not predators.” She cited the energy cooperation Africa has provided Italy that helped it move away from Russian gas. “The fact that the focus is an economic partnership and not only development cooperation means a good and pragmatic change of approach. Africa has massive needs in terms of financing: infrastructure, energy access, health, education." Procopio said EU and Western public finance alone will not be sufficient to address such development needs, so private funds will be necessary.

In the case of Africa, its material, artistic and human resources were pillaged, leaving a legacy of underdevelopment and structural inequality. As part of the quest for reparatory justice, and seeking to close this particular historical chapter, the African Union and the Government of Ghana convened, in November 2023, the hugely significant Accra Reparations Conference. It gathered together the modern global African reparations movement, including significant participation from the Caribbean Community and Common Market (CARICOM), as well as civil society veterans from the diaspora and Africa. Now a similarly united structure and laser focus is unfolding in the struggle for reparatory justice. The outcomes of the 2023 Reparations Conference will not only establish an African Committee of Experts, from the continent and the diaspora, on Reparations for the purpose of developing a Common African position to implement the Action Plan of the 2022 Accra Reparations Conference, but also a Reparations Fund to finance its work.

SEOUL (Reuters) -- North Korea fired more than 60 artillery rounds near a disputed maritime border with South Korea on Saturday, the South Korean military said. The action follows North Korea firing more than 200 artillery rounds on Friday in the same region, as tension continues to escalate between the two Koreas. The artillery was fired around the northwest of Yeonpyeong island around 4 p.m. to 5 p.m. local time, South Korea's Joint Chiefs of Staff (JCS) said in a statement. The JCS "strongly urged" North Korea to stop acts that threaten peace on the Korean Peninsula. Unlike Friday, the South Korean military does not plan to fire at sea in response to North Korea's provocation, Yonhap reported.

The prolific North Korean state-backed threat actor known as TA444 is back with shiny new malware for targeting macOS users, dubbed "SpectralBlur." According to Proofpoint threat researcher Greg Lesnewich, TA444 (aka APT38, BlueNoroff, BlackAlicanto, Coperenicum, Sapphire Sleet, and Stardust Chollima) debuted the SpectralBlur malware in August. For instance, Lesnewich noted that SpectralBlur malware contains similar strings within its code to the KandyKorn macOS data stealer, which emerged in early November in Lazarus Group campaigns used to target blockchain engineers connected to cryptocurrency exchanges. SpectralBlur is just the latest tool designed to go after macOS users, who are becoming a particular focus for North Korean nation-state attackers. "TA444 keeps running fast and furious with these new macOS malware families," Lesnewich wrote.

While Marcos continued their sanitisation operations in different sections of the vessel, reports indicate that the elite Marcos found no pirates. R Hari Kumar, Chief Admiral, Indian Navy, issued directives to Indian warships in the Arabian Sea, urging them to take the strictest possible action against pirates, ANI reported. The Liberian-flagged cargo ship MV Lila Norfolk, with 15 Indian crew members, was seized on January 4, 2024 by pirates 300 nautical miles east of Somalia.
