It would also set a precedent for other residential subdivision applications in rural resource areas. The ``appropriate mechanism to accommodate residential subdivision and use of this land at the scale proposed'' would be a plan change. If a plan change request to rezone the land to residential resource area was approved, then residential development would be a permitted activity, providing it complied with the rules of a residential resource area.
