Seeking to head off a growing revolt by House Democrats, she also convened an all-hands meeting to sell her members on her strategy of exhausting all avenues before taking up impeachment. • The Justice Department has agreed to begin honoring a subpoena for intelligence materials related to the special counsel’s investigation, staving off Democratic action to try to force compliance.
