Sir, On World Mental Health Day earlier this week the government yet again declared that mental health is a top priority for the NHS. Mental health has been a stated priority for 18 years and one might think that expenditure on a priority would rise faster than other expenditure. But it has not, and over that period mental health expenditure has risen no faster than overall expenditure on the NHS. The result is that only one third of those with diagnosable mental illness are in treatment.
