Soldiers in Niger: Context and Issues for Congress," Oct. 5, 2017. https://fas.org/sgp/crs/natsec/IN10797.pdfNiger hosts one of the largest numbers of U.S. troops in Africa. To be fair, the Trump administration inherited an overmilitarized Africa policy from the Obama administration, which oversaw the expansion of the Africom regional command and special operations forces. Africa hosts the second largest regional contingent of special operations forces after the Middle East. This includes blocking proposals to use UN-assessed contributions to support African peace security operations like the African Union Mission to Somalia (AMISOM) and the G5 Sahel mission. These states have been particularly affected by the attacks carried out by JNIM, Islamic State in the Greater Sahara, and Ansarul Islam against national and foreign security forces.
