These are the questions that come to mind when one follows the ongoing grilling of governors by the Senate oversight committee over audit queries. Outbursts and nasty exchanges between the governors and their senators have characterized, and, sometimes overshadowed most of the committee proceedings. Nairobi Governor Mike Sonko in an April Senate committee appearance locked horns with Senator Johnson Sakaja over "friendship woes". He argues that most of the senators are interested in humiliating their governors to score political goals ahead of the 2022 duel. The members argued the fire could have been intentionally ignited by the county officers to escape accountability after they plundered the money.

As Prime Minister, she swore to deal with Brussels in negotiations on Britain's exit (Brexit) from the European Union (EU) in a bloody difficult manner in search of a good deal for the UK. But did she fail because she is bloody difficult? But with divided parties, government and Parliament, the UK needed a cross-party coalition or consensus to progress Brexit. Any country, Kenya included, planning a referendum on any political issue, the constitution included, may well study and analyse Brexit before taking the plunge.

On the other hand, the law could discourage that action by prescribing a penalty for it. Even in the United States, a poor person’s right to legal aid was not absolute until 1963. The reason for the denial was that the law only permitted appointment of counsel for poor defendants charged with capital offences. The effect of this brings us back to the example in Kampala where it is an offence to assist the poor. This shows the indifference with which the poor are viewed in law.
